Costa Mesa outlines marijuana measure process for residents and prospective applicants

Nearly 70 people were given an overview of the six-step application process, proposed fees and permits needed to operate medical marijuana businesses allowed under Measure X.

The city-sponsored measure was approved in November by 54.6 percent of Costa Mesa voters and allows the businesses to operate in an industrial zone north of the I-405 and west of Harbor Boulevard.

Under the measure’s terms, medical marijuana businesses may conduct research, manufacturing, testing, transportation and wholesale distribution of medical marijuana products. Dispensaries and retail sales are not allowed.

Prospective business will pay an annual tax of up to 6 percent, which is expected to generate $48,000 to $912,000 in revenue.
